Allocated (Project): how many hours you allotted for the project at its creation.
Allocated (Task): the accumulation of the hours you gave each task.
Tracked: the total time tracked within your project
Measure A(P) against A(T) to see if your initial expectation of the project’s length matches up with the more realistic task-by-task time allotment. Perhaps its time to reconsider your initial assumptions? Then measuring the final, realistic time allocations against the time tracked will give you an indication of progress.
